Creative Energy is in development of an application to the British Columbia Utilities Commission (BCUC) to change the structure of our rates for our Core Thermal Energy System (Core TES). We are looking to modernize our rate structure to better reflect how customers use our system and to ensure costs are allocated fairly across our customer base.

During Round 1 of this consultation process (May 2025), we engaged with our customers and the public about how our rates currently work, why our rates need to be modernized, our goals for a new rate structure, and options and considerations for a modernized rate structure. We asked for your input on our goals, including how you would rank the importance of each of the goals identified. Read the Round 1 Summary Report here.

Following Round 1, we took your feedback and worked with Brattle Group, a worldwide leader in rate design. They assisted us in the development of a proposed rate design that balanced the goals prioritized by respondents in our first round of consultation.


During this second round of consultation, we are seeking feedback on two important priorities:

  1. How well customers feel the proposed rate design reflects the goals that were prioritized in the first round of consultation.
  2. How customers see the value of low carbon service for the future of the Core TES.


How can you participate in Round 2?

  • Register for a Customer Information Session. Customer information sessions to be held on:
  • Read the discussion guide and submit your feedback through our online survey below.
  • Ask questions through our online Q&A portal below.

In addition to the Customer Information Sessions, Creative Energy will be scheduling 1-on-1 meetings with interested customers following the Customer Information Sessions to provide additional opportunities for questions and feedback. These meetings will be scheduled for the week of January 26 and February 2. If you are interested in a 1-on-1 meeting, please reach out to engagement@creative.energy or call us at 604.688.9584.

    Creative Energy’s customers include residential residential buildings, commercial offices, hotels, hospitals, retail and other institutional facilities located throughout downtown Vancouver. Our Core Thermal Energy System (TES) provides space and water heating to over 200 customers across more than 45 million square feet of connected real estate.

    Following this round of consultation, the feedback we receive will be used to inform the ongoing development of a new rate design proposal. This process will take place over three rounds of engagement from May 2025 to early 2026.

    The second phase of engagement, planned for fall 2025, will present the bill impacts of the rate options identified during the current consultation phase. By sharing how each proposed rate structure could affect bills, customers will be able to provide informed feedback.

    Following the final phase of consultation, an application will be submitted to the BCUC which will include summaries of the input received. Any potential changes to rates would be subject to review and approval by the BCUC. The feedback we are gathering throughout this process is essential in ensuring that any proposed changes reflect customer needs.
